Objet de la mission

SOS MEDITERRANEE is a civil European rescue association founded in 2015. Facing the humanitarian tragedy and the lack of adequate rescue capacity in the Mediterranean on the deadliest migratory route in the world, a group of European citizens created a maritime and humanitarian association in order to rescue persons in distress at sea, to protect and assist them, as well as to testify about the realities and many faces of migration.

SOS MEDITERRANEE is recruiting a Deputy Director of Operations, who contributes to defining SOS MEDITERRANEE’s operational strategy and conducting the Search and Rescue (SAR) operations safely at sea. He/she is assisting the Director of Operations to coordinate the development of the Operations Department, in a challenging, highly sensitive and quick evolving European environment.

The Deputy Director of Operations seconds the Director of Operations for the development, management and implementation of SOS MEDITERRANEE’s humanitarian SAR mission. According to the priorities defined by the Director of Operations, he/she contributes to the management of the various aspects of the SAR mission in the Mediterranean Sea focusing on human resources, logistics, security, medical support and the operation at sea. He/she contributes to the response, observation, adaptation, monitoring and evaluation of the SAR project at sea. He/she replaces the Director of Operations when necessary.

Context analysis and strategic positioning

  • In the areas of intervention targeted and on the relevant thematics, monitors and analyses the humanitarian, political, maritime and socio-economical context
  • Participates in the development and review and ensuring the implementation of the strategy, including the timely identification of relevant needs as well as appropriate operational response, advocacy and communications.
  • Participates in preparing the development of a short-term, mid-term and long-term strategy for SOS MEDITERRANEE’s humanitarian SAR project.
  • Proposes new operational orientations with respect to context evolutions
  • Can be involved in any development and assessment missions

Humanitarian Search and Rescue programme management

  • Participates in elaborating, implementing, monitoring and adapting operational decisions to the operational constraints.
  • Participates to the elaboration of operating procedures, position papers and other tools necessary to the conduct of SAR operations
  • Guarantees coherence and quality of the operations ongoing with the established framework and strategy and suggest adjustments where necessary
  • Supervises the technical and logistical needs for the SAR operations, with the help of SOS MEDITERRANEE’s operations team (SAR and Maritime managers and Logistic& admin coordinator) or external specialists / technicians on shore.
  • Is responsible for ensuring the planning and implementation of interventions according to SOS standards and protocols, their monitoring and evaluation, as well as their outcomes, ensuring timely preparation of port call and budgets and the adherence to internal and external reporting requirements

Team management

  • Is responsible for providing leadership and strategic management, the coordination between the departments and the effective functioning of the operational and medical lines.
  • Fills in gaps as required within the mission
  • Builds and maintains a team dynamic allowing the good realization of the objectives of SOS MEDITERRANEE
  • Supervises the support and post-rescue functions (Logistics & Administration, Human Resources and Medical) and is the line manager of the Logistics & Administration Coordinator, Human Resources Manager, and Medical Manager.
  • Manages and pilots the Operations team on the ship (remotely from shore and especially during ports of call).
  • Acts as the focal point for the Ocean Viking for assigned rotations (50% of the time, alternating with other Deputy Directors of Operations)
  • Is responsible for the proper application of HR policies and associated processes in the project (recruitment, briefing/debriefing, evaluation, staff learning and development and internal communication) in order to ensure both the sizing of the team and the amount of knowledge required for the project activities. Briefing the teams on context related issues.
  • Ensures the personal and professional balance of employees under his/her management and the maintenance of an adequate working and living environment

Security

  • Assists the Director of Operations in the management of security and initiates critical incident response if/when these occur
  • Ensures adequate security and context briefings for all operational staff
  • Is responsible for the security of the staff (onshore and offshore) and contributing to the review, update, implementation of, and adherence to the Security Plan.
  • Ensures timely reporting, analysis and follow up of security incidents and the continued security awareness among staff
  • Guarantees and coordinates the implementation of the security framework, ensuring the understanding thereof within the mission, informing the Sar Coordinator on potential security risks, incidents and context changes

Representation and partnerships

  • Participates in the institutional representation of SOS MEDITERRANEE, in particular for operational SAR and security matters, other SAR NGOs, local authorities etc.
  • Participates in the development and management of potential operational partnerships
  • Analyses the environment, map actors and proposes fora as well as relations to establish for the development of SOS MEDITERRANEE mission
  • If required, can participate to the research of financial partnerships in order to ensure financial sustainability of the mission

Reporting and internal coordination

  • Reports on any event or external meetings in which he/she participates
  • Ensures regular updates on the ship operations and situation when he/she is the focal point onshore
  • Contributes to institutional and donor reporting when necessary
  • Ensures compliance with deadlines and the quality of documents produced
  • Ensures compliance with internal reporting formats and procedures
  • Organizes and/or participate to regular coordination meetings and exchanges with his/her team onshore and with the team onboard
  • Ensures that key operational information flows correctly between the office and the onboard team as well as with the operational partner(s).

Specific mission: reinforcement of capacities

It is anticipated from the position to facilitate the revision of the set up and the onboarding of new positions into the operation department through
– induction, training and accompaniment of other resources under recruitment in the Operational team
– putting in place mechanisms for ship/shore management
– capitalizing on the position and the ship / shore relation

Profil recherché

JOB QUALIFICATIONS AND REQUIREMENTS

– Master’s degree in political sciences, International Relations or other related field or Maritime degree of bridge officer or related field desirable
– 5 years’ work experience in the management of complex humanitarian projects, including in emergency situations
– Demonstrated skills in the management of projects and security in unstable and crisis contexts
– Excellent reporting ability
– Demonstrated people management and leadership skills
– Fluent in English and French, written and spoken.
– Strong decision-making and problem-solving skills
– Ability to cope with stress and work in an environment where team security is a top priority.
– Teamwork, flexibility and adaptability.
– Empathic and able to adapt to the situations and willing to help out in case of a change of plan
– Committed to the vision, mission, and values of SOS MEDITERRANEE.
– Candidates must have work authorization in France.

Conditions

Terms of contract:
– Contract: limited-term contrat (CDD) – 8 months.
– Starting as soon as possible
– Position based in SOS MEDITERRANEE’s Operations Headquarters in Marseille, France preferred
– Evenings and week-end work
